You will notice if you delete that directory and get new LSOs, the directory will have a new random name. This was a security-by-obscurity attempt to prevent hackers from filling a known directory location with large files and DoS&#039;ing the PC. According to wikipedia, LSOs started in the Flash 6 release, which was 1996.
